How common Lebanese citizens can recover all the “stolen” money by the “militia/mafia” leaders in the last 40 years?

What has been stolen amount to 3 times our foreign debt of about $100 bn.

And relying on our justice system is Not functioning, with all remnants of political influences of the Militia/sectarian system.

And Lebanon political system is making a point of honor to waste all the time it can in order to delay the requirements of the world community donors, on the excuses of satisfying all the sectarian parties interests in the spoil.

Can the financial institutions (banks…), at the instigation of mass revolts around the world, come to term to return the stolen money to the reformed governments, without lengthy legal battles?

استعادة الأموال المنهوبة عنوان وشعار وحلم يراود كل اللبنانيين الصادقين والجديين في محاربة الفساد والهدر. ولكن كيف السبيل إلى ذلك؟

طبعا لن يعمل أي من سارقي وناهبي المال العام على التبرّع طوعاً بتقديم ما نهبوه كرمى لعيون الشعب الفقير.

إذا كان الجميع يقولون ويتهامسون جهاراً وسراً أن “حاميها حراميها” فمن يتجرأ على تسمية شخص أو مسؤول تدور حوله الشبهات؟

لم ينفِ أحد في لبنان ما أوردته الاستخبارات المالية التابعة لوزارة الخزانة الأميركية منذ فترة ومفاده “أنه تم تحديد عشرات مليارات الدولارات الموضوعة في المصارف العالمية بحسابات عائدة لمسؤولين وسياسيين ونافذين لبنانيين، وأن معظم هذه الأموال تمّ استعمالها لشراء عقارات في لبنان والعالم”..

وتؤكد مصادر أخرى أن ودائع موجودة في المصارف العالمية تبلغ نحو ثلاثة أضعاف الدين العام اللبناني وهي باسم سياسيين لبنانيين حاليين وسابقين تعاقبوا على مواقع السلطة لنحو أربعين عاماً وبإسم شركائهم من رجال أعمال ومحظيين…؟

استناداً إلى هذه الأخبار التي أكدّها كثيرون وتكتّم عليها آخرون، وفي ظلّ صعوبة سلوك قانون “من أين لك هذا؟” مساره التطبيقي العملي، يحلم اللبنانيون بأن تضع الدول التي تريد مساعدة لبنان فعلاً يدها على هذه الأموال وتُعيدها إلى الشعب اللبناني بشروط شبيهة بتلك التي فرضها مؤتمر سيدر؟

ويا ليت المصارف العالمية تكشف السرية المصرفية عن أموال المودعين اللبنانيين لاستعادة بعض هذه الأموال المنهوبة فيكون إنقاذ الوضع الاقتصادي والمالي بواسطة الأموال اللبنانية ومن تعب اللبنانيين الذين صادر من تولّوا مسؤولية عامة واعتلوا سدّة المراكز والمناصب أتعابهم ومقدّرات بلدهم.

يقال إن لا سلطة للدول التي تحمي هذه الودائع اللبنانية على فعل ذلك من دون مضبطة إتهام بحق المودعين المشبوهين. ولكن هل هناك من مضبطة أهم وأفضل وأوضح للعدالة الدولية من مئة مليار دولار دين على وطن وشعب يحظى ويحتفظ ويتنعم مسؤولوه بمليارات الدولارات.

هل من دليل أوضح من العقارات والقصور والمؤسسات التي يتملّكها السياسيون اللبنانيون وشركاؤهم في مختلف دول العالم؟
ألا تعرف الدول التي يزورها هؤلاء الأرقام التي يصرفونها لسفرهم وإقاماتهم وسهراتهم وحفلاتهم في أغنى الفنادق والكازينوهات والقصور؟ فيما الشعب يترنّح تحت وطأة الفقر والعوز والمستقبل المجهول.

لقد وصل الأمر باللبنانيين إلى الحلم بمحمد بن سلمان ما، يستدعي المسؤولين المشبوهين وما أكثرهم إلى فندق فخم ويسجنهم فيه حتى إعادة الأموال المنهوبة والتي إذا استُعيد نصفها سينعم لبنان واللبنانيون ببحبوحة وازدهار ووفر لعشرات السنين.

الحل الآخر الذي قد ينقذ الوضع بعدما كثر الفساد في لبنان كل الأرقام القياسية ووصل إلى مستويات غير مسبوقة، يراه المتفائلون بوضع الدولة والبلاد تحت وصاية مالية دولية مباشرة تستخدم فيها الأموال المودعة في المصارف العالمية من دون أن يكون لأي مسؤول لبناني أي حق في القرار بشأنها، لانه لم يعد هناك أية ثقة للمواطنين بأن أحداً في لبنان يستطيع محاسبة الفاسدين الكبار والمسؤولين عن هذا الانهيار.

وأخيراً أختم بهذا القول لنيلسون مانديلا: “الفاسدون لا يبنون وطناً إنما يبنون ذواتهم ويُفسدون أوطانهم.”

فلا تتأملوا أن تجنوا من العليق تيناً ولا من العوسج عنباً.

The Lebanese also want to grow up and take on their responsibilities

This has gone eyond suffocation: Traditional “leaders” decided Lebanon to be a “Non-State”

In the last four months, the “Arabic” speaking people grew up quickly:  They decided it is about time to share in the political decisions of the political regimes; they decided to be responsible citizens, to be determined and steadfast in non-violent marches, and violent if need be, to stand tall in shedding blood and sacrifices to have their will come through.  The Lebanese people want to grow up too: They want to be citizens first and responsible for a recognized State.

Since independence in 1943, Lebanon functioned as a non-State.  Lebanon created a facade for governments just to let diplomatic games to be carried out as a recognized State by the UN.  But foreign States knew better:  They were playing the game and getting amused demanding impossible requirements..

Currently, and for a year now, Lebanon has dropped the facade.  The rationale of the traditional leaders is “if there is no government, foreign States would feel totally ridiculous imposing pressures and demands on Lebanon”.

The traditional leaders figured out that “if we have agreed among ourselves that no civil war is to be permitted, the army is strong enough to maintain law and order for the benefit of the upper classes and the mercantile oligarchies to prosper…”

That is how the traditional leaders, backed by the real power behind them, particularly the religious castes and the financial institutions loaning money to the State to function precariously, think this best option for Lebanon to survive as is!  The religious castes own 50% of the land and define our identity from birth to death; the banks loan the State at outrageous interest rates, and the common “citizen” watches the debt growing at three folds the GNP.

The people have a different comprehension of the consequences of this non-State option:  The people in Lebanon are getting smarter in matter of political existence and are realizing that things have to change.  The people is thinking loudly: “If even the facade of a non-State cannot be created, we will rebuild a State from the ground up and eliminate all these parasites that confiscated our responsibilities and treated us as kids, simply because we had refused to grow up”

The youth have been marching with slogans such as “We want to change the religious caste system”  This fundamental and straightforward demand is already outdated. The new slogan is: “We want to be responsible citizens and we want to change our archaic political and social structure as fitting dignified and intelligent people.  We demand the impossible because it is the only way to get what we want, and we can do it.”

Reforming the system, one block at a time, is out the window.  Why, do we have another hundred years to live as a people to wait in patience, indignity, and famine so satisfy our oligarchies?

What is the definition of a State: Beside Taxing the people?

Money printing is meant to facilitate internal commerce and expanding trades.  Taxing people for doing business in the Land is viewed as a logical and reasonable endeavor.  Consequently, the more a State print fictitious money, not covered by gold or anything of sustainable values, whatever tax is collected will never be enough to catch up with inflation.

Karl Marks wrote: “Tax is the foundation of a State”.

Sound correct, but I like to get to the root of the taxing concept.

What if “Printing money is the basis for any State“?  In any case, the State is imposing and collecting taxes as an indirect way of demanding a sizable percentage for the money printing monopoly.

We all know from movies and stories that mafia and gangs gather taxes from private enterprises, in return for providing security…

What kinds of security is needed when the gang has the sole monopoly of force in the region? Obviously, mafia and gangs are not in the business of providing health and social security for the people:  People have got to scramble for such kinds of luxuries.

Question:  What can be a discriminating factor between a gang with monopoly of force  and a State that does not consider offering health and social security to its citizens as an integral part of its business?

You may know the revolutionary adage: “No taxing without representation”.

What about the larger majority who pay taxes but are not equitably represented?  Is it the more you pay taxes the better representation you are entitled to?

Is it the better you transfer and turn-over printed money (financial institutions), the more eligible you are to represent the government interests? Is that the way it works?

If we turn the adage around and say: “No representation without paying taxes“; would that sentence smack as conservatism, and a pretty fair concept, socially and organizationally?  For example, if you are in the tax bracket of people earning less than the minimum yearly cut-off level for not paying taxes, would you feel very ashamed to demanding reforms and changes, simply because you didn’t contribute to the State’s treasury?  Is it the way it works?

For example, people in the oil rich producing countries of absolute monarchies and oligarchies (such as Saudi Arabia, Gulf Emirate States, Kuwait, Qatar, and even in Iran and Libya…) don’t have to pay taxes and the cost of gas for cars is minimal because the government do not take any percentage on gas consumed…  By the by, these regimes got it in their mind that their “citizens” are not entitled to significant representation at any level in the government.   Things are changing now in the Arab World.

If the population need social and health security, would these programs be categorized as charity programs in the budget?  

Or only the 20% of the poorest classes in the population should feel gratitude for their bigger brothers in their capability of turning over more money?

Is it how people are currently feeling in Europe with gimmicks of balancing budgets problems? 

People are demonstrating in mass and turning violent, because the governments are playing stupid by eliminating social and health programs, while giving bonus gifts to multinational corporation in tax laws.

The US has been imposing to the least developed States, in the last two decades, the economics constraints of the “Washington Consensus” ideology of the World Bank that says:  “Least developed nation governments should not invest their budgets on health and social programs, and they have to open their markets to foreign products, goods, and money…”

Least developed nations were demanded to just open up their markets to foreign trades and loosen up all laws on the flow of money handled by financial multinationals.

The Republican party in the US, and their allies, want to balance an impossible budget with their fundamental ideology that says: “It is not the business of a State to extending health and social benefits of any kinds to communities.”  Should a State governance emulates how gang operates?

What about privatizing the printing of money and eliminating the concept of State?

Anyway, the powerful financial institutions in the USA have de facto privatized the printing of money.

Four years after the financial crisis, and no resolutions have been contemplated or executed.
