George W. Bush explains: “How I spread liberty”

How the campaign of Bush Junior for spreading  liberty around the world unfolded?

This post is a short review of a chapter in the autobiographical book “Decisive moments: GW.Bush”

In the speech of his second investiture, GW.Bush said: “We have recognized our vulnerability after 9/11/2001. We got intimate with the source of this deep violence.  As long as there are resentment and tyranny around the world, proper to the ideologies that feed on hate and excuse the assassin, violence will be born, will multiply with destructive power…The only force to vanquish tyranny is human liberty.  Survival of liberty in our country depends more and more on liberty in other nations.. Peace cannot take hold unless the spirit of liberty is disseminated everywhere by strengthening democratic institutions…”

Liberty is not an exclusive  USA value, but a universal value. Liberty is not imposed but selected among other values. A tyrannical government resembles a soldier constantly pointing his arm on a prisoner: Invariable, the arm of the tyrant will feel exhausted and numb, and the prisoner escapes.

We had to implant liberty by supporting governments attempting to install democratic institutions such as in the Palestinian occupied territories, Lebanon, Georgia, and Ukraine.  We encouraged reform movements in Iran, Syria, North Korea and Venezuela. We will be steadfast in maintaining our strategic relations with Saudi Arabia, Egypt, Russia, and China (all of them trying to install democratic processes?) 

The “Bush Doctrine” would not distinguish between terrorist movements and country hosting these movements; we had to strike first before terrorist activities invade our country. The massive waves of liberty that submerged the world in the second half of the 20th century ignored the Middle-East region. The 2002 UN report on human development stated that one out of three “Arabs”  illiterate; joblessness is over 15%; less than 1% had access to Internet; mortality of mothers were higher than the least developed countries; economic return per individual was minimal…The Arab researchers who wrote this report attributed the causes to lack of knowledge, women insufficiently responsible, and total absence of liberty.

“I refused to admit a moral equivalence between Palestinian suicide attacks and the disproportional military responses of Israel to “protecting its innocent civilians”. After 9/11, my opinion got affirmed that States have the right to defend against further terrorist attacks… I had lost confidence in the promises of Yasser Arafat (Is anyone surprised in this excuse? While the written guarantees of the US to Arafat for the safety of the unarmed Palestinians in camps were never applied? For example, the genocide in the camps of Sabra and Chatila in 1982 by Israel.)

I gave Ariel Sharon my assent for constructing a separation wall (Wall of Shame) between the occupied Palestinian territories and Israel: I believed that this wall will prevent Palestinians to trespass into Israel. After I received vehement reproach from Arabic leaders, I warned Sharon: “You have to know when to stop your execessive military responses”, but Sharon refused to budge in surrounding the headquarter of Arafat in Ramallah.

The more I thought of the troubles in the Middle East, the more I was convinced that the fundamental culprit is lack of liberty in the occupied Palestinian territories. Without a recognized State, the Palestinians could not find their place in the world community; as long as the Palestinians have no say in their future, the extremist elements were going to fill the void; without legitimate leaders, democratically elected, dedicated to fighting extremist movement, peace with Israel will be compromised… I was the first US President demanding a recognized Palestinian State by the UN…

In 2007, Olmert PM of Israel called me and said: “George, I am asking you to bomb Syria Nuclear site”  I had received the report a short while ago. I replied: “Thank you for bringing up the problem. Give me some time to compulse the pieces of intelligence that I got.” I convoqued the national security team. There was a problem bombing a sovereign State without prior warning, and there were no justifications for the consequences.

Mike Hayden, director of the CIA, confirmed that the analysis showed a nuclear site, but no locations of the installation for the transformation of plutonium, he could not affirm that Syria was launching a nuclear weapon. I opted to pressure Syria to admit inspection of the international agency AIEA and relayed my decision to Olmert. Olmert was greatly deceived and retorted: “This situation hits Israel where it is the most fragile. Iwill be frank and to the point: Your strategy worries me enormously.”

On September 6, 2007, Israel demolished the site.  Olmert failed to wait for my green light; he desired that the instigator of the operation be kept secret from the media for fear of Syria retaliations.  The irony was that Bashar al Assad kept this operation under total control from the media.

Note: GW.Bush tried to spread his version of “liberty” in Afghanistan, Iraq, Syria, Iran, North Korea, China…He failed to mention what he did to spread liberty in Egypt, Tunisia, Libya, Morocco, Algeria, Saudi Arabia, Bahrain, Yemen…After the “Arab Spring uprising”, do you believe that Bush Jr. would have given priority to spreading liberty within the States allied to the US foreign policies? We all know that the “axe of evil” in the constant US foreign policies in the Greater Middle East is composed of States refusing Israel expansionist policies in the region.  It is stupid for this conclusion to be so simple and one-dimensional, but the persistent evidence and practices point to that direction.

I am reading the French version of “George W. Bush: Decisive moments”.  I consider this book an “Official documents”: A President of the USA is not entitled to lie on facts.  It is our duty to mine this document for another set of facts in order to rectify distorted images and impressions.

“The National Security Council is meeting in the Situation Room in the White House. I see on the wide video-conference screen General Tommy Franks surrounded by principal assistants in Price Sultan airbase (Saudi Arabia).  Five other split screens show the chiefs of the Army, Navy, Marines corps, Air, and the Operations specialists.  The British counterparts are also present.

I ask every individual two questions: “Do you have all you need”, and “Do you agree with the strategy”.  They answered by the affirmative.  I said to Don Rumsfeld (Defense Secretary): “In the name of peace around the world and for the good and liberty to the Iraqi people, I order you to execute Operation Liberty in Iraq”.  (Sure, Bush Junior didn’t forget to add: “God bless our troops”, (like all leaders  who have the habit of fumigating the common people with smokescreens).

Saturday, September 15, 2001, Camp David in Maryland, (4 days after the Twin Tower attack).

“We are discussing the three options for invading Afghanistan.  Colin Powell, Secretary of State) did a good job with Pakistan General and president Musharraf. (He had threatened Musharraf “You are with us or against us”).  Dick Cheney is worried that the land military intervention might destabilize fragile Pakistan and the fall of its nuclear arsenal in the hands of the Islamic extremists.

Suddenly, Paul Wolfowitz (secretary of Rumsfeld, and the guy with large holes in his socks) butts in and suggest to first attack Iraq or conduction joint military maneuvers against the Iraq and Afghanistan. (Six months before the 9/11/2001 disaster,  Rumsfeld and the Pentagon had worked out a plan of invading Iraq. Bush Junior mentioned that two months after 9/11, 2001 he asked Rumsfeld to prepare a battle plan against Iraq.  General Tommy Franks was to mobilize 400,000 soldiers and to rely mostly on special operational forces to eliminate strategic targets against centers of mass destruction.  The strategy changed fundamentally as the decision approached)

Rumsfeld agreed with Wolfowitz saying: “By taking care of Iraq right now, we will be sending a strong message to terrorists”

Colin Powell replied: “Attacking Iraq before Afghanistan will be viewed as a dishonest maneuver.  We will lose the support of the UN, Moslem States, and even NATO (European military support).  So far, there is no links between 9/11 attack and Iraq.”  George Tenet (CIA chief) agreed with Powell: “Our priority target should be Al Qaida right now.” (Read note 2)

Dick Cheney agreed to postpone attacking Iraq for fear of losing the dynamic process.  I postponed my decision for the next day.

Former President Clinton had declared in 1998: “As long as Saddam Husein is in power, he is a serious risk to the well-being of his people, peace in the region, and the security of the world community.” (Saddam had to go long time ago, 20 years earlier, when he invaded Iran in 1980 at the instigation of the US and the obscurantist extremist absolute monarchy in Saudi Arabia, and then after invading Kuwait, and exterminating Iraqi Kurds using chemical weapons…)

Bush Junior wrote: “Colin Powell spent four days and nights at the CIA gathering evidence of Iraq nuclear arsenal before speaking to the UN.”  Powell said a few years after the invasion of Iraq: “I was misled by the CIA”  Who is lying? Is Powell not capable of sorting out the good and suspicious pieces of intelligence? Even Bush admitted that he was mislead on that subject after years of fruitless search in Iraq for any misery evidence of atomic arsenals. The US failed to even find any shred of chemical or biological weapons.  Every rusty container was dug up, but nothing materialized.  Bush said that he felt frustrated and his credibility vastly tarnished.  Fact is, Saddam had disposed of all Iraq mass weapon of destruction after the embargo imposed on him after the failed invasion on Kuwait.  The UN kept constant inspection for years.  If the US decided to invade Iraq, it was because they were 100% sure of the non-availability of weapons of mass destruction. Period. (Read note 3)

Bush Junior based his decision for launching a preemptive war on Iraq because his intelligence services and the European services, and a major Arab State services have confirmed potentials that Saddam possesses mass destruction weapons such as chemical, bacteriological, and nuclear power.  Bush Junior mentioned the declarations of Hans Blix for the existence of nuclear arsenal (the same guy who several times declared to the UN and in open letters that Iraq does not possess any nuclear weapons)

England PM Tony Blair asked for a second UN resolution on Iraq before declaring war.  This time around, the US failed to gather the required votes.  Even Mexico and Chili refused to vote for the war, in addition to the veto of China, France and Germany.  The US went to war solo, without UN agreement, and then started to whine of “Old Europe” failing to come to the rescue of liberty…

Note 1:  Apology of G.W. I wonder is it GWB principle to lie to the world community that Iraq had a nuclear arsenal?

Note 2: How George Tenet proved to Bush junior that Al Qaida is behind the attack, an hour after the catastrophe? Tenent said: “We intercepted phone calls on the borders between Afghanistan and Pakistan of people congratulating one another for the success of the attack on the Twin Tower”.  Bush Junior is not a lawyer, still, isn’t that a very stupid affirmation based on such evidence?

Note 3:  The 5 States with veto power in the UN (USA, Russia, China, France, and England) are entitled to own nuclear arsenals.  Fact is, any other State that managed to acquire atomic capabilities was feasible with the agreement and support of one of these veto power States.  France offered an atomic facility to Israel in 1955, six years after Israel admittance in the UN, and even as Israel behaved as a rogue State in displacing savagely Palestinians from their homes and committing genocide activities in Palestinian towns and villages. Pakistan acquired the nuclear facilities with the support of the USA and France…

George W. Bush explains: The financial crisis

I am reading the French version of “George W. Bush: Decisive moments”.  I consider this book an “Official documents”: A President of the USA is not entitled to lie on facts.  It is our duty to mine this document for another set of facts in order to rectify distorted images and impressions.

“In my first budget of 2001, I warned of the two gigantic private societies of Fannie Mae and Freddie Mac.  These two powerful financial institutions, guaranteed by Federal government, have grown to be potential problems:  They expanded outside their initial guidelines of promoting private properties into functioning within speculative funds.  Fannie Mae and Freddie Mac had huge leverage compared to institutions of same size and initial capital: vast amounts of transactions were done with all kinds of investment enterprises, and they were taking huge risks susceptible of carrying decisive repercussions in the financial markets.”

My plan was to reduce taxes. By 1999, taxes represented the highest share in the GNP since WWII.  President Clinton and Congress had agreed to increase discretionary expenses by 16% in 2001. In March 2001, we witnessed a recession and I begged Congress to act quickly on my tax reduction reforms of 1.35 billion.  Tax reform will not take effect until 2003.(See note 1)

Then, the attack on the Twin Tower in 9/11/2001 devastated our economy.  The US lost 500 billion in a single year, an additional one million workers were out of jobs, airliners had no passengers, and tourism dropped 90%.  Whatever budget surpluses we had vanished in thin air.

In 2003, I advanced a project of laws to tighten regulations on Fannie Mae and Freddie Mac, which enjoyed government support.  It turned out that most high level personnel in Fannie Mae and Freddie Mac and the key deciders, were previous government officials and these enterprises had established vast web connections and interests among the Congress and Senate members, particularly with democrats.  For example, Chris Dodd and Barney Franks who declared: “Fannie Mae and Freddie Mac are not facing any financial crisis.”

In the 2005 budget, I iterated my strong warning: “Enterprises and organizations financed by federal governments are viewed by financial enterprises as enjoying strong leverage compared to other private enterprises.  Consequently, any minor error in government supported financial institutions can send devastating waves in the country economy…”

Treasury secretary John Snow worked closely with Senator Richard Selby, president of banking committee, for stricter regulations that would reduce the portfolio of government guaranteed financial institutions.  The democrats in the Senate opposed the reforms.

Investment bank Bear Stearns was facing serious liquidity problems in March 13, 2007:  This financial institution had borrowed $33 for each dollar in capital as leverage to invest in real estates titles. Treasury secretary Hank Paulson, (a former investment banker of Goldman Sachs), found a buyer in JPMorgan Chase on condition that the government extend a loan of 30 billion to purchasing “toxic titles”. JPMorgan Chase purchased Bear Stearns for $2 a share.

By summer 2008, I had demanded the financial regulation reform 17 times.  In July 2008, Congress adopted the reform, but gave the treasury secretary additional power to injecting capitals Fannie Mae and Freddie Mac to maintaining liquidity, if need be. Jim Lockhart realized in August 2008 that Fannie Mae and Freddie Mac were on the verge of bankrapcy.  China and international financial institutions were dead certain that Fannie Mae and Freddie Mac were financially guaranteed by the Federal government.

Treasury secretary Hank Paulson decided to place Fannie Mae and Freddie Mac under direct government supervision.  Paulson said: “We’ll act so swiftly and take them by surprise, Fannie Mae and Freddie Mac won’t have time to say ouf!”  Amazingly, Fannie Mae and Freddie Mac decided not to challenge the decision in court.

On September 2008, Lehman Brothers declared a loss of 4 billion in the last quarter and its stock market dropped from $16 to 3.6.  Bank of America was more interested in acquiring Merrill Lynch, and the British bank of Barclay was faced by a rejection of the British government for the deal.  On Monday Sept. 15, the 158 year-old investment institution closed door.

Question: “Why Lehman was not saved by the government as it did with Bear Stearns?” Plausible answer: Hank Paulson wanted a serious competitor in investment banking to disappear!

Note 1: Bush claims that tax break on the richest 1% increased from 38.4 to 39.1% (whao), while the poorest 50% of the population enjoyed a reduction from 3.4 to 3.1% (double whao)

Note 2: So far, G.W. Bush keeps the record of worst perpetrator of crimes against humanity in this century: Bush Junior was directly responsible of the death of more than one million Iraqi civilians during his “preemptive war” against a dictator that was no threat to any State anymore.
