Key Figures Coming Forward

LOS ANGELES — With the public in the U.S. and Latin America becoming increasingly skeptical of the war on drugs, key figures in a scandal that once rocked the Central Intelligence Agency are coming forward to tell their stories in a new documentary and in a series of interviews with The Huffington Post.

More than 18 years have passed since Pulitzer Prize-winning journalist Gary Webb stunned the world with his “Dark Alliance” newspaper series investigating the connections between the CIA, a crack cocaine explosion in the predominantly African-American neighborhoods of South Los Angeles, and the Nicaraguan Contra fighters.

Scandalous implications that outraged LA’s black community, severely damaged the intelligence agency’s reputation and launched a number of federal investigations.

It did not end well for Webb, however.

Major media, led by The New York Times, Washington Post and Los Angeles Times, worked to discredit his story.

Under intense pressure, Webb’s top editor abandoned him.

Webb was drummed out of journalism.

Now, Webb’s bombshell expose is being explored anew in a documentary, “Freeway: Crack in the System,” directed by Marc Levin, which tells the story of “Freeway” Rick Ross, who created a crack empire in LA during the 1980s and is a key figure in Webb’s “Dark Alliance” narrative.

The documentary is being released after the major motion picture “Kill The Messenger,” which features Jeremy Renner in the role of Webb and hits theaters on Friday.

Webb’s investigation was published in the summer of 1996 in the San Jose Mercury News.

In it, he reported that a drug ring that sold millions of dollars worth of cocaine in Los Angeles was funneling its profits to the CIA’s army in Nicaragua, known as the Contras.

Webb’s original anonymous source for his series was Coral Baca, a confidante of Nicaraguan dealer Rafael Cornejo.

Baca, Ross and members of his “Freeway boys” crew; cocaine importer and distributor Danilo Blandon; and LA Sheriff’s Deputy Robert Juarez all were interviewed for Levin’s film.

The dual release of the feature film and the documentary, along with the willingness of long-hesitant sources to come forward, suggests that Webb may have the last word after all.

Webb’s entry point into the sordid tale of corruption was through Baca, a ghostlike figure in the Contra-cocaine narrative who has given precious few interviews over the decades.

Her name was revealed in Webb’s 1998 book on the scandal, but was removed at her request in the paperback edition. Levin connected HuffPost with Baca and she agreed to an interview at a cafe in San Francisco.

She said that she and Webb didn’t speak for years after he revealed her name, in betrayal of the conditions under which they spoke. He eventually apologized, said Baca, who is played by Paz Vega in “Kill The Messenger.”

The major media that worked to undermine Webb’s investigation acknowledged that Blandon was a major drug-runner as well as a Contra supporter, and that Ross was a leading distributor.

But those reports questioned how much drug money Blandon and his boss Norwin Meneses turned over to the Contras, and whether the Contras were aware of the source of the funds.

During her interview with HuffPost, Baca recounted meeting Contra leader Adolfo Calero multiple times in the 1980s at Contra fundraisers in the San Francisco Bay Area.

He would personally pick up duffel bags full of drug money, she said, which it was her job to count for Cornejo.

There was no question, she said, that Calero knew precisely how the money had been earned. Meneses’ nickname, after all, was El Rey De Las Drogas — The King of Drugs.

“If he was stupid and had a lobotomy,” he might not have known it was drug money, Baca said. “He knew exactly what it was. He didn’t care. He was there to fund the Contras, period.” (Baca made a similar charge confidentially to the Department of Justice for its 1997 review of Webb’s allegations, as well as further allegations the investigators rejected.)

Indeed, though the mainstream media at the time worked to poke holes in Webb’s findings, believing that the Contra operation was not involved with drug-running takes an enormous suspension of disbelief.

Even before Webb’s series was published, numerous government investigations and news reports had linked America’s support for the Nicaraguan rebels with drug trafficking.

After The Associated Press reported on these connections in 1985, for example, more than a decade before Webb, then-Sen. John Kerry (D-Mass.) launched a congressional investigation.

In 1989, Kerry released a detailed report claiming that not only was there “considerable evidence” linking the Contra effort to trafficking of drugs and weapons, but that the U.S. government knew about it.

According to the report, many of the pilots ferrying weapons and supplies south for the CIA were known to have backgrounds in drug trafficking.

Kerry’s investigation cited SETCO Aviation, the company the U.S. had contracted to handle many of the flights, as an example of CIA complicity in the drug trade.

According to a 1983 Customs Service report, SETCO was “headed by Juan Ramon Matta Ballesteros, a class I DEA violator.”

Two years before the Iran-Contra scandal would begin to bubble up in the Reagan White House, pilot William Robert “Tosh” Plumlee revealed to then-Sen. Gary Hart (D-Colo.) that planes would routinely transport cocaine back to the U.S. after dropping off arms for the Nicaraguan rebels. Plumlee has since spoken in detail about the flights in media interviews.

“In March, 1983, Plumlee contacted my Denver Senate Office and … raised several issues including that covert U.S. intelligence agencies were directly involved in the smuggling and distribution of drugs to raise funds for covert military operations against the government of Nicaragua,” a copy of a 1991 letter from Hart to Kerry reads. (Hart told HuffPost he recalls receiving Plumlee’s letter and finding his allegations worthy of follow-up.)

Plumlee flew weapons into Latin America for decades for the CIA.

When the Contra revolution took off in the 1980s, Plumlee says he continued to transport arms south for the spy agency and bring cocaine back with him, with the blessing of the U.S. government.

The Calero transactions Baca says she witnessed would have been no surprise to the Reagan White House.

On April 15, 1985, around the time Baca says she saw Calero accepting bags of cash, Oliver North, the White House National Security Counsel official in charge of the Contra operation, was notified in a memo that Calero’s deputies were involved in the drug business.

Robert Owen, North’s top staffer in Central America, warned that Jose Robelo had “potential involvement with drug-running and the sale of goods provided by the [U.S. government]” and that Sebastian Gonzalez was “now involved in drug-running out of Panama.”

North’s own diary, originally uncovered by the National Security Archive, is a rich source of evidence as well. “Honduran DC-6 which is being used for runs out of New Orleans is probably being used for drug runs into the U.S.,” reads an entry for Aug. 9, 1985, reflecting a conversation North had with Owen about Mario Calero, Adolfo’s brother.

An entry from July 12, 1985 relates that “14 million to finance [an arms depot] came from drugs” and another references a trip to Bolivia to pick up “paste.” (Paste is slang term for a crude cocaine derivative product comprised of coca leaves grown in the Andes as well as processing chemicals used during the cocaine manufacturing process.)

Celerino Castillo, a top DEA agent in El Salvador, investigated the Contras’ drug-running in the 1980s and repeatedly warned superiors, according to a Justice Department investigation into the matter.

Castillo “believes that North and the Contras’ resupply operation at Ilopango were running drugs for the Contras,”

Mike Foster, an FBI agent who worked for the Iran-Contra independent counsel Lawrence Walsh, reported in 1991 after meeting with Castillo, who later wrote the book Powderburns about his efforts to expose the drug-running.

Webb’s investigation sent the CIA into a panic. A recently declassified article titled “Managing A Nightmare: CIA Public Affairs and the Drug Conspiracy Story,” from the agency’s internal journal, “Studies In Intelligence,” shows that the spy agency was reeling in the weeks that followed.

The charges could hardly be worse,” the article opens. “A widely read newspaper series leads many Americans to believe CIA is guilty of at least complicity, if not conspiracy, in the outbreak of crack cocaine in America’s inner cities.

In more extreme versions of the story circulating on talk radio and the Internet, the Agency was the instrument of a consistent strategy by the US Government to destroy the black community and to keep black Americans from advancing. Denunciations of CIA — reminiscent of the 1970s — abound. Investigations are demanded and initiated. The Congress gets involved.”

The emergence of Webb’s story “posed a genuine public relations crisis for the Agency,” writes the CIA Directorate of Intelligence staffer, whose name is redacted.

In December 1997, CIA sources helped advance that narrative, telling reporters that an internal inspector general report sparked by Webb’s investigation had exonerated the agency.

Yet the report itself, quietly released several weeks later, was actually deeply damaging to the CIA.

“In 1984, CIA received allegations that 5 individuals associated with the Democratic Revolutionary Alliance (ARDE)/Sandino Revolutionary Front (FRS) were engaged in a drug trafficking conspiracy with a known narcotics trafficker, Jorge Morales,” the report found. “CIA broke off contact with ARDE in October 1984, but continued to have contact through 1986-87 with four of the individuals involved with Morales.”

It also found that in October 1982, an immigration officer reported that, according to an informant in the Nicaraguan exile community in the Bay Area, “there are indications of links between [a specific U.S.-based religious organization] and two Nicaraguan counter-revolutionary groups. These links involve an exchange in [the United States] of narcotics for arms, which then are shipped to Nicaragua.

A meeting on this matter is scheduled to be held in Costa Rica ‘within one month.’ Two names the informant has associated with this matter are Bergman Arguello, a UDN member and exile living in San Francisco, and Chicano Cardenal, resident of Nicaragua.”

The inspector general is clear that in some cases “CIA knowledge of allegations or information indicating that organizations or individuals had been involved in drug trafficking did not deter their use by CIA.” In other cases, “CIA did not act to verify drug trafficking allegations or information even when it had the opportunity to do so.”

“Let me be frank about what we are finding,” the CIA’s inspector general, Frederick Hitz, said in congressional testimony in March 1998. “There are instances where CIA did not, in an expeditious or consistent fashion, cut off relationships with individuals supporting the Contra program who were alleged to have engaged in drug trafficking activity or take action to resolve the allegations.”

One of the keys to Webb’s story was testimony from Danilo Blandon, who the Department of Justice once described as one of the most significant Nicaraguan drug importers in the 1980s.

You were running the LA operation, is that correct?” Blandon, who was serving as a government witness in the 1990s, was asked by Alan Fenster, attorney representing Rick Ross, in 1996.

“Yes. But remember, we were running, just — whatever we were running in LA, it goes, the profit, it was going to the Contra revolution,” Blandon said.

Levin, the documentary filmmaker, tracked down Blandon in Managua.

“Gary Webb tried to find me, Congresswoman Maxine Waters tried to find me, Oliver Stone tried to find me. You found me,” Blandon told Levin, according to notes from the interview the director provided to HuffPost.

Waters, a congresswoman from Los Angeles, had followed Webb’s investigation with one of her own.

In the interview notes with filmmaker Levin, Blandon confirms his support of the Contras and his role in drug trafficking, but downplays his significance.

The big lie is that we started it all — the crack epidemic — we were just a small part. There were the Torres [brothers], the Colombians, and others,” he says. “We were a little marble, pebble, rock and [people are] acting like we’re big boulder.”

Webb’s series connected the Contras’ drug-running directly to the growth of crack in the U.S., and it was this connection that faced the most pushback from critics.

While Blandon may have been operating on behalf of the Contras early in his career, they charged, he later broke off on his own. But an October 1986 arrest warrant for Blandon indicates that the LA County Sheriff’s Department at the time had other information.

“Blandon is in charge of a sophisticated cocaine smuggling and distribution organization operating in southern California,” the warrant reads, according to Webb’s orginal report. “The monies gained through the sales of cocaine are transported to Florida and laundered through Orlando Murillo who is a high-ranking officer in a chain of banks in Florida. … From this bank the monies are filtered to the Contra rebels to buy arms in the war in Nicaragua.”

Blandon’s number-one client was “Freeway” Rick Ross, whose name has since been usurped by the rapper William Leonard Roberts, better known by his stage name “Rick Ross” (an indignity that plays a major role in the film).

The original Ross, who was arrested in 1995 and freed from prison in 2009, told Webb in “Dark Alliance” that the prices and quantity Blandon was offering transformed him from a small-time dealer into what prosecutors would later describe as the most significant crack cocaine merchant in Los Angeles, if not the country.

His empire — once dubbed the “Walmart” of crack cocaine — expanded east from LA to major cities throughout the Midwest before he was eventually taken down during a DEA sting his old supplier and friend Blandon helped set up.

Levin’s film not only explores the corrupt foundations of the drug war itself, but also calls into question the draconian jail sentences the U.S. justice system meted out to a mostly minority population, while the country’s own foreign policy abetted the drug trade.

“I knew that these laws were a mistake when we were writing them,” says Eric Sterling, who was counsel to the U.S. House Judiciary Committee in the 1980s and a key contributor to the passage of mandatory-minimum sentencing laws, in the documentary.

In 1980, there were roughly 40,000 drug offenders in U.S. prisons, according to research from The Sentencing Project, a prison sentencing reform group. By 2011, the number of drug offenders serving prison sentences ballooned to more than 500,000 — most of whom are not high-level operators and are without prior criminal records.

“There is no question that there are tens of thousands of black people in prison serving sentences that are decades excessive,” Sterling says. “Their families have been destroyed because of laws I played a central role in writing.”

The height of the drug war in the 1980s also saw the beginning of the militarization of local law enforcement, the tentacles of which are seen to this day, most recently in Ferguson, Missouri.

In an interview with The Huffington Post, former LA County Sheriff’s Deputy Robert Juarez, who served with the department from 1976 to 1991 and was later convicted along with several other deputies in 1992 during a federal investigation of sheriff officers stealing seized drug money, described a drug war culture that frequently put law enforcement officers into morally questionable situations that were difficult to navigate.

“We all started getting weapons,” said Juarez, who served five years in prison for skimming drug-bust money. “We were hitting houses coming up with Uzis, AK-47s, and we’re walking in with a six-shooter and a shotgun. So guys started saying, ‘I’m going to get me a semi-automatic and the crooks are paying for it.’ So that’s how it started.”

But Juarez, who served in the LA County Sheriff’s narcotics division for nearly a decade, explained that what started as a way for some officers to pay for extra weapons and informants to aid in investigations quickly devolved into greed. Since asset forfeiture laws at the time allowed the county to keep all cash seized during a drug bust, Juarez says tactics changed.

“It got to where we were more tax collectors than we were dope cops,” Juarez recalled. “Everything seized was coming right back to the county. We turned into the same kind of crooks we’d been following around … moving evidence around to make sure the asshole goes to jail; backing up other deputies regardless of what it was. Everyone, to use a drug dealer’s term, everyone was taking a taste.”

Between 1982 and 1984, Congress restricted funding for the Contras, and by 1985 cut it off entirely. The Reagan administration, undeterred, conspired to sell arms to Iran in exchange for hostages, using some of the proceeds to illegally fund the Contras. The scandal became known as Iran-Contra.

Drug trafficking was a much less convoluted method of skirting the congressional ban on funding the Contras, and the CIA’s inspector general found that in the early years after Congress cut off Contra funding, the CIA had alerted Congress about the allegations of drug trafficking. But while the ban was in effect, the CIA went largely silent on the issue.

CIA did not inform Congress of all allegations or information it received indicating that Contra-related organizations or individuals were involved in drug trafficking,” the inspector general’s report found. “During the period in which the FY 1987 statutory prohibition was in effect, for example, no information has been found to indicate that CIA informed Congress of eight of the ten Contra-related individuals concerning whom CIA had received drug trafficking allegations or information.”

This complicity of the CIA in drug trafficking is at the heart of Webb’s explosive expose — a point Webb makes himself in archival interview footage that appears in Levin’s documentary.

“It’s not a situation where the government or the CIA sat down and said, ‘Okay, let’s invent crack, let’s sell it in black neighborhoods, let’s decimate black America,’” Webb says. “It was a situation where, ‘We need money for a covert operation, the quickest way to raise it is sell cocaine, you guys go sell it somewhere, we don’t want to know anything about it.'”

Israel is now claiming that it cannot sit with Hamas, but still insists on a purely Jewish State and refuses to delimit borders.

“If a two-state solution isn’t agreed upon soon, Israel will risk becoming an apartheid state” U.S. Secretary of State John Kerry said on Friday while speaking before a closed forum.

Kerry used the term while speaking at the Trilateral Commission before senior officials from the United States, Europe, Russia and Japan, The Daily Beast reported.

It is the first time a U.S. official of Kerry’s importance has used the contentious term “apartheid” in the context of Israel, even if only as a warning for the future.

“A two-state solution,” Kerry said, “will be clearly underscored as the only real alternative. Because a unitary state winds up either being an apartheid state with second class citizens—or it ends up being a state that destroys the capacity of Israel to be a Jewish state.

“Once you put that frame in your mind, that reality, which is the bottom line, you understand how imperative it is to get to the two-state solution, which both leaders, even yesterday, said they remain deeply committed to.”

Kerry also warned that a freeze in the peace talks could bring about a violent conflagration in the West Bank. “People grow so frustrated with their lot in life that they begin to take other choices and go to dark places they’ve been before, which forces confrontation,” he said.

During his talk, a recording of which was procured by The Daily Beast, Kerry also suggested that a change in the leadership of either Israel or the Palestinians could make a breakthrough more feasable. He also reiterated his conviction that both sides share the blame for the negotiations’ dead end.

Kerry harshly criticized Israel for plans to build 14,000  new housing units in the settlements advanced during the past 9 months of negotiations.

Kerry also said that at some point he might unveil his own peace proposal, and tell both sides to either “take it or leave it.”

U.S. State Department spokeswoman Jen Psaki said in response to the tape that Kerry was simply expressing his position, which is shared by many others, and that the two-state solution is the only way Israel could remain a Jewish state that lives in peace with the Palestinians.

Psaki added that similar positions have been expressed by Israeli leaders such as Ehud Barak, Ehud Olmert and Tzipi Livni.

Mahmoud Abbas (current President of the Palestinian Authority in the West Bank) and Ibrahim Souss (former Palestinian Fateh faction representative in Paris, and later assassinated by Israeli agents) used to celebrate the election victories of the Israeli Labor party by opening champagne bottles in most of its official offices around the world.

A few Palestinian leaders believed that it was adequate to differentiate among the Israeli political parties who all refuse the Palestinians their UN rights to return to their homeland.
These confused Palestinian leaders feel so impotent that they are relying on the Israeli voters to redress justice and offer potential solutions to the Palestinian indignities and sufferings.
It was no longer the legitimate fight against this occupying force and its apartheid system that was on the table, but the reliance on the Israeli voters.
And thus, the Palestinian Authority tried to distinguish between Ariel Sharon and the other Labor leaders. The terrorist activities of the Zionist movement started in 1929 and never abated.

Ten years ago, the US Secretary of State Colin Powell pronounced to the United Nations his “famous” speech on weapons of mass destruction in Iraq.

Evidence that this stance proved to be false.

In his book “I got lucky”, Powell wrote that this speech will remain a “stain” in his career and that he will remember this 5 February as “deeply” the day of his birth. (And what he did after his rebirth?)

In 1996, during a broadcast on CBS, Lesley Stahl asked Madeleine Albright, as US Secretary of State: “It is estimated 500,000 children died in Iraq following the embargo American against this country. mean, it is more dead children than at Hiroshima. Was the price worth really… Ms. Albright?”

Albright coldly replied: “I think that’s a very difficult choice, but the price… We believe that the price worth it.”


Israel was accused by the UN and human rights organizations of launching and spreading 4 million cluster bombs in south Lebanon in August 13, 2006. Israel daily Haaretz confirmed: “We infested particular zones in Lebanon with 1,800 bombs containing 1.2 million of cluster bombs…”

Artillery Israeli soldiers declared that in the last 10 days of Israel preemptive war on Lebanon, the army used phosphorous bombs that are prohibited by international conventions. The use of phosphorous bombs was confirmed by Edery, in the name of Amir Peretz, Israel Defense minister.

The commander of a unit of multiple rocket launchers declared “What we did is totally crazy and barbarous…”

John Kerry participated in the Viet Nam war. Has anyone heard Kerry apologizing for the usage of Orange gas, a defoliating agent? During the war, after the war?

The US used all kinds of prohibited weapons in Iraq for 8 years. Has Kerry apologized for the US usage of chemical weapons in Iraq?

I am wondering:

1. How the Palestinian/Israeli “peace” negotiation going on? Has it stopped? Any progress? Any alternative road map?

2. How’s Egypt upheaval faring? Is the situation stable and improving?

3. Have the daily suicide car bombs in Iraq subsiding?

4. What’s going on in Yemen? How many drone attacks were approved this month?

5. Is the famine in Somalia under control?

6. Was this chemical attack in Syria staged, a pure set up, in order to side track the manifold US failure in stabilizing this “Greater Middle East“?

7. Has Obama gone publicly to announce any positive and constructive resolution for any crisis? Internally and externally?

8. Had Obama anything to say about the Washington March anniversary? Had he promised to reverse the worsening trends for the Black citizens since 1960?

Secretary Kerry Must Stop U.S. Support for Islamic Extremists

Secretary of State John Kerry began his first official world trip on February 24, 2013. A notable stop will be in Saudi Arabia, and one wonders what sort of lavish gifts he will receive along with the red carpet and the military band. Beyond the diplomatic niceties however, Kerry is on record as saying that he has concerns that the Kingdom’s “officially sanctioned bigotry breeds terrorism” but that “the truth is that we have deep, and for the moment, inescapable ties.”

“Maybe the moment has come for a recalibration of the U.S.-Saudi relationship:  the U.S. is becoming more self-sufficient in energy and therefore less reliant on Saudi oil.  According to a 2012 report by the International Energy Agency, by 2035 nearly 90 percent of Persian Gulf oil exports will go to Asia, with the United States getting a negligible amount.  Saudi oil imports have picked up a little recently because of the sanctions on Iranian oil, but overall the share of U.S. oil coming from the Gulf is down by one-third. (Oil has become a commodity and is no longer a political weapon)

The U.S. has always been aware of Saudi Arabia’s role in funding and spreading Wahhabism — an extremist ideology which provides the ideological foundation for groups like Al Qaeda.

In a 2010 classified cable released by Wikileaks, Secretary Clinton stressed:

We emphasize that a critical component in this campaign is cutting off the funds from Saudi Arabia to foreign religious, charitable and educational organizations that propagate violent extremist ideologies to vulnerable populations.”

Though the Saudi government does not explicitly promote terrorism, its official state doctrine of adopting the conservative cult of Wahhabism, advocates anti-Semitism, misogyny and inter-action with non-Muslims only in cases of necessity. It therefore provides the ideological justification for animosity and hatred of wider society, and providing the perfect foundation for radical preachers to advocate violence as a religious duty.

Through their embassies and charities, the Saudi’s have built multi-million dollar mosques and schools and sponsor international students to study in Saudi on full scholarships, sending them back with funding and lifetime jobs as Wahhabi proselytizers to their respective countries.

The Wahhabi movement was instigated by the 18th century theologian, Muhammad ibn Abd al-Wahhab (c.1703-1791) who believed that Muslims had strayed from the authentic teachings of Islam. The movement condemned visiting shrines and tombs of saints.  Muslims who did not agree with his teachings were excommunicated or killed in an effort to purge Islam from what Wahhab believed to be unsanctioned innovations.

Wahhabi military campaigns waged war against moderate Muslims, demolishing Islamic shrines and slaughtering entire villages of Muslims who did not subscribe to his extremist interpretation. This same extreme ideology is behind the present day destruction of shrines and mosques in Libya, Mali, Afghanistan, Iraq… and the continuing violence against minority and mainstream Muslims all over the world such as the Shia in Pakistan.

An alliance was formed between Muhammad ibn Abd al-Wahhab and the ruling house of Muhammad ibn Saud who provided political and financial power for the religious revival in return for religious legitimacy when forming the new state.  Political loyalty to the House of Saud effectively became a religious obligation and by reviving the notion of a community of believers, Wahhabism helped to forge a sense of common identity that superseded tribal loyalties.

Wahhabism would have remained a footnote in history as a puritanical cult movement even after it was adopted as the official state religion were it not for a single history altering factor: the discovery of oil.

The flood of petro-dollars meant that the Saudis could spend an estimated $2 to $3 billion each year promoting the extreme and conservative ideas of religious leaders who in turn helped maintain the Saudi royal family’s position of power.

The essential contradiction in U.S. policy of promoting democracy in the Middle East is that, while trillions of dollars have been spent and many lives lost in the war on terror, little has been done to address the ideological foundation of terrorism, which is being promoted through Wahhabism funded by Saudi Arabia.

As the Arab Spring falters in Egypt and Tunisia, and as Libya and Syria continue to tear themselves apart with violent sectarian fighting, it is surely time that the U.S. recognizes that its attempts to encourage democracy in the Middle East are futile in the face of well-funded religious extremism, whose adherents are fighting not only Western democratic ideas but also any signs of liberalism in their own religion.

Sectarian violence in Pakistan for example can no longer be blamed just on Pakistan, When it is funded by America’s ally Saudi Arabia, then the U.S. gets the indirect blame. The Sunni-Shia antipathies will continue to fester and erupt as long as Saudi petro-dollars are being distributed so lavishly.

The proxy wars being fought in Afghanistan and Pakistan, Mali and Syria are attracting itinerant zealots and angry young militants and keeping them from creating unrest in their own countries. Emboldened by anarchy in failed and failing states, funded by Saudi Arabia and justified by fundamentalist ideology, extremist groups similar to al Qaeda are seizing the moment and endeavoring to impose Wahhabi ideas wherever possible.

In the process, they are killing and maiming more Muslims than people of other faiths, and are creating deep societal rifts and lasting enmities within their own communities.

America’s uneasy partnership with Saudi Arabia must change and together or separately they must develop a convincing strategy for reducing Wahhabism and its global influence.

Whether the new Secretary of State can achieve this or not remains to be seen, but it is certainly time that the relationship undergoes more intense scrutiny and recalibration in the name of future global security.

Bi-Weekly Report (#11) on the Middle East and Lebanon (February 19, 2009)

            The Sudanese author Al Tayyeb Saleh died in London this Wednesday at the age of 80; he had cancer.  I reviewed one of his books “Seasons of Migration to the North” which received so far more than 180 hits before it was surpassed last week by my review of the biography of Al Waleed Bin Talal.

            The theocratic Saudi regime has undergone an “artificial” skin shedding re-structuring of its government posts.  The media claim that the Saudi Monarch is moderating the religious leaders of the Wahhabi sect; he appointed 150 members to the “Shoura” (an assembly of theologian versed in the Islam laws).  Maybe it is a first step re-organization before some changes in the Ministry of the Interior and the National Security administrations.  

Saudi Arabia had launched in the last three decades vast proselytizing campaigns of the Wahhabi sect in Afghanistan, Pakistan, Sudan, and Egypt.  Extremist Islam is the trademark of the Najd sect mainly funded by the Saudi regime and applied by Al Qaeda, Taliban, and the Somali Moslem regime.  They tried to infiltrate Lebanon via the city of Tripoli but were crushed in the Nahr Al Bared Palestinian refugees’ camp by the Lebanese army. With the advent of a new era in the USA and the serious willingness of Obama to negotiate with Iran then Saudi Arabia is scrambling to put up a face of a viable and sustainable regime to deal with in the region.

            The Ambassador of Saudi Arabia in Lebanon, Al Shaer, was made Minister of the Media.  There are strong rumors in Lebanon that Al Shaer had “fishy financial transactions” with the Hariri clan and our Seniora P.M.   Seniora stated that he used the cash money aid of Saudi Arabia for the reconstruction of South Lebanon as collateral for borrowing money; go figure, using cash as collateral to borrow money!

            That many foreign officials, who overstayed in their positions in Lebanon, ended up learning the trade of financial embezzlements and bribery is no news. The Syrian mandated officials in Lebanon, for over 15 years, learned the trade and almost wrecked havoc to the Syrian economy.  Before the Syrian, the Israeli army had to retreat quickly to the southern strip in Lebanon because hashish transactions and arms selling business flourished enormously among the Israel Defense Force.  No wonder that the stoned Israeli soldiers were no match to the clean, sober, and decided Lebanese resistance forces.

            The people of Gaza are waiting for an agreement among the political factions for the entrances normal re-opening to traffic.  It appears that Israel is unwilling to come to an agreement before its government is formed; the latest election did not produce any clear cut winner and no single party has enough power to decide for peace; all that Israel is capable of doing is engaging in more of the useless offensive wars for internal benefits among the political parties.  Hamas has shown enough flexibility but Egypt has proven to be just a mediator with no will or capability to impose any change on any of the belligerent parties until Obama makes up his mind.

            Parliamentary election is priority on the mind of the Lebanese politicians.  The Hariri clan has already paid for chartered airplane prior to June 7 for expatriates.  Millions are earmarked for the election though every politician agrees that the difference in seats between the government and the opposition alliances will not exceed three deputies out of a total number of 120 deputies. Saad Hariri is visiting the Sunni Arab States and submitting his obedience, especially Egypt as the vanguard of the Sunni power and dominance.

The real battlefield in the election is in the Christian districts.  The government alliances want to recoup the Christian majority seats off the Change and Reform Movement (Tayyar) of General Aoun who offered critical internal credibility to Hezbollah.  The one special district is the Christian Metn district where the government wants to discredit the dominance of the Tayyar of General Aoun.  The Phalange (Kataeb) is joining with Michel Murr (two major electoral forces in Metn).  Michel Murr is saying that the Tayyar barely contributed 10,000 votes for a total of 50,000 votes to win; that he let the Tayyar win the Metn district and then they discarded his opinions in the last four years and thus this fight is “kasser athem” (bone breaking). 

The last election to fill the vacancy of late deputy Pierre Gemayel was a close call to the Tayyar; the Armenian voter made the difference. During the defeat speech, the ex-President Amine Gemayel (the candidate) alienated the Armenian voter even further by branding this “minority” as essentially not Lebanese patriot.  Michel Murr gave his supporters the choice; the majority of his supporters favored the leader of the Phalange Amine Gemayel.  The other district is Baabda with sizeable Druze voters; in the last election Hezbollah’s Shiaa voters made the difference because it was then allied to the government coalition and thus, permitted Walid Jumblatt to make a clean sweep of both districts of Baabda/Aley and the Choof.

Senator (D) John Kerry visited Damascus, Beirut, Gaza, and Israel.  What I heard from Kerry is that Bush Junior was not wrong in his Middle Eastern policies and that the Obama Administration has no plans to review these policies. According to Kerry, the only fault of Bush Junior is for not starting with political negotiations but to sending out Powell and Ramsfeld to dictate the US policies to the regional leaders through a short list of “do and don’t do”. 

Either Obama is using up these stupid democrats in the higher echelon of the Democratic Party and burning out their credibility or he is indeed comfortable with a bunch of lame outdated Democratic leaders.  Either way, the Obama Administration is on the path of fishy decisions that will inefficiently consume the better part of his four years first tenure.

The State of Palesrael: a future plausible resolution (November 12, 2008)

There are reams and reams of plans and counter plans and resolution suggested to containing this everlasting unjust and uncalled for reality of the 20th century monstrosity that permitted the establishment of the State of Israel by displacing its original inhabitants (the Palestinians), as so many monstrosities in this century.

There are two viable solutions for the Palestinian-Israeli conflict, short of exterminating one party or the other or most probably both, that has been spreading death, disabilities, miseries, indignities and humiliation since 1920.

The Israeli Olmert PM has lately declared that the time to facing truth has come.

Since the Madrid convention in 1990 among the Arab and Israeli delegations and mediated by the US Administration, during the tenure of Bush Sr. for a resolution of this conflict, it was becoming evident that the “Biblical” strategy of Israel, for further expansion and preemptive wars, is no longer tenable.

A resolution was contemplated but the US had an old battle plan to invade Iraq before resolving this conflict.

The Bush Jr. “Son” administration dusted off this war plan and invaded Iraq. This invasion has failed miserably but Israel is no longer necessary for the strategic interest of the US in the Middle East:  The US has military bases in the Arab Gulf, it has many heavy weight allies among the Arabic States, and the price of oil on the market is far cheaper than physically securing its exploitation and distribution in Iraq or elsewhere or even resuming plans to intimidating China and blackmailing her by outdated military presence in Iraq.

The return of the heavy investments of the US in Israel has been reflecting sharp negative rates for decades, politically, economically, and socially within the US society and foreign policies.

My plan is of two phases:

1. The first phase is recognizing the State of Palestine by the United Nation, a State self-autonomous, independent and all.  It is of primordial interest by the world community and the Jewish State that the Palestinian people recover their dignity and rights as a full fledge State and be permitted to exercise the complex task of administering and governing a State.

At least from a psychological necessity, the Palestinian people should feel that persistent resistance and countless “martyrs” for re-establishing their rights as legitimate and independent people have brought fruits, as any genuine national resistance ultimately should.

2. The second phase is the merging of the two States of Palestine and Israel into a confederate State with a central government and several self-autonomous “cantons”.

I can envisage the following cantons: West Bank, Gaza (including Escalon), Galilee (including Haifa and Akka), Judea (around Jerusalem and Bethlehem), the “East Shore” (Tel Aviv, Yafa), and the Negev (including Akaba).

I have this impression that the tight religious extremists on both sides would opt to move to Gaza and Judea, and the very secular citizens would move to the East Shore or Galilee and the economically minded people might reside in the Negev backed by strong financial incentives.

The second phase will witness the return of the Palestinian refugees as ordered by the UN resolution of 193 in 1948 and the refugees would have the right to select the canton of their preferences.

I can foresee that the key offices in the central government would be equitably distributed, including genders, shared by the Palestinians and Israelis and a rotation of key positions imposed.

The representation in the cantons would be proportional to the general census of the period (at 5 years intervals).  The representation among sects, factions, or other types of social divisions within each “people” would also follow the proportions in the census.

I suggest to the interest of the future “Palesrael” State that Israel let Lebanon experience without foreign interventions the full extent of its caste structure so that the State of Palesrael might study the pitfalls and strength of such a system of co-existence and avoid the unnecessary miseries of minor civil wars and countless frustrations in its future unfolding.

It would be inevitable that the State of “Palesreal” be guaranteed a neutrality status (no preemptive wars within and outside its borders) by the world community and the regional powers.

Then, it is hoped and strongly desired that the State of Lebanon would secure the same neutrality status.  Amen.

Note: John Kerry, State Department chief, has been shuffling between Netanyahu and Mahmoud Abbas since 2013, trying to find a resolution to the Palestinian problem.

So far, Kerry failed. Israel has been building more settlements than ever before, annexing Jerusalem to become totally Jewish, and demanding that the Palestinians and the Arab leaders agree that Israel is a pure Jewish State.
