Open letter to President of Lebanon: By Nasri Sayegh

Note: Little Lebanon in land and population has been plagued since independence with a sectarian political system of 18 recognized religious sect that need to be satisfied according to a tacit agreement.

Currently Lebanon is experiencing an anomie system where the politicians own and run most of the businesses and companies. No serious politician or even a strong leader with vast representation in the parliament is strong enough to make any significant reforms.

Lebanon accumulated $90 bn in sovereign debt (about 130% of its GDP) and its budget is structured to pay 1/3 interest, more than 1/3 to public servants (more than 1/3 of the people live on the public sector).

Any open letter to the President will inevitably sound depressing and unfulfilling to whatever expectation every common Lebanese tacitly wish for a miracle will materialize.

At least this time around, President Michel Aoun has a sizable representation in the parliament and backed by the largest Christian party, and also in excellent term with Hezbollah and the appointed Prime Minister.

On that basis, the Lebanese expect from him to achieve far more than his predecessors who didn’t come by their own popular backing.

القلم بين أصابعي ثقيل. لا يملك خفة القول. من عاداته أن لا يتأنى. يرى ويكتب. كلامه قاس وحقيقي. ودائماً من دون جدوى. البلد ماضٍ في غيه وعلى هوى قياداته المتناوبة على إضاعته.

لا أخاطب رئيس الجمهورية إلا بما يليق. لذا قلمي ثقيل بين أصابعي. سألزمه بأن يكون حقيقياً لائقاً، فلكل مقام مقال.

فخامة الرئيس. هذه أول مرة أخاطب فيها رئيساً. من قبل، كانت الرئاسة بلا رئيس حقيقي. كانوا استعارة مؤقتة. هذه المرة، لدينا رئيس ورئاسة. لذا، وجب التنبيه والمتابعة والنقد. ثم، أن الرئيس، يشيع عنه، انه “رئيس قوي”. هكذا تعرف يا فخامة الرئيس.

انما، اتفاق الطائف، لم يترك للرئيس صلاحياته التي تآكلت مع الحروب اللبنانية، وقد كنت في آخر فصولها الدامية. كان الرئيس في ما سبق، رئيساً قوياً، بما يملكه من سلطة نص عليها الدستور. بعد الطائف، بات الرئيس فقيراً جداً. انتقلت السلطة إلى مجلس الوزراء، فتوزعت وتدنت وتبعثرت.

قوتك يا فخامة الرئيس هذه انتقلت إلى من سيبها ويسيبها. صارت مشاعاً موزعاً على الطوائف ومن يدعي تمثيلها. قوتك انت، منك، ومن الزخم الذي دشنت به عودتك من المنفى. خافوا منك. سموك التسونامي. غيرهم، رأى فيك المنقذ، وهؤلاء آل بيتك وتيارك الواسع، الذي ضم الألوف من غير الموارنة والمسيحيين. صدقوا اطلالتك العلمانية. صدقوا رغبتك بالإصلاح والتغيير، صدقوا “الإبراء المستحيل”. صدقوا تفاهمك والسيد حسن نصر الله. صدقوا عنادك البناء. ثم … ثم… ثم… ذابت تلك المواقف. انصرف العلمانيون عنك. استبدلت العلمانية بالطائفية المستفزة، و”الإبراء المستحيل” تحول إلى التنسيق المستدام، أما الإصلاح والتغيير، فلم يطرأ عليه جديد.. شعار بلا عمل، أو أحياناً، بعمل يضر بالإصلاح ويطيح بالتغيير. ولم يكن هذا التبديل مقنعاً، لغير تيارك. أكثرية اللبنانيين رأوه شعاراً بدون قدمين.

جئت الرئاسة بعد “اضراب دستوري” عن الانتخابات. جئتها بعد “مصالحة” مع “القوات”، وبعد تسوية مع “المستقبل”، مدعوماً بتفاهم متين مع “حزب الله”، الذي يعترف ويقدر، مع كثيرين، صمودك الشجاع في عدوان 2006 الإسرائيلي. إنما، السؤال، يأتي من باب الحساب. لقد دفع اللبنانيون الثمن، وفزت بالرئاسة.

دعنا، يا فخامة الرئيس، نسرد ملاحظاتنا المقلقة. بدوت بعد ذلك، شبيهاً بمن أنت كنت ضدهم، على خط مستقيم. صرت الممثل الشرعي الأقوى للمسيحيين فقط لا غير. وليس لكل المسيحيين، بل للمسيحيين المستعدين أن يذهبوا معك في أي اتجاه. تماماً، مثل غيرك من زعماء الطوائف المكرسين، سنة وشيعة ودروزاً. ولا تختلف عنهم، إلا بما تتمتع به انت من مزايا شخصية… فما الجديد فيك؟ وأين الإصلاح والتغيير؟ ثم انك تفوقت عليهم جميعاً من خلال تقريبك ذوي القربى، إلى درجة مبالغ فيها. العائلة الحاكمة يشار إليها بالأصابع. وعند هذا الحد، أضع نقطة، خوفاً من اساءة فهمي، وإحالتي إلى “بيت خالتي”.

ثم أن العائلة، صارت حزباً سياسياً غير مستقل عنك. عرفناً عهوداً لحكم العائلة، ولكننا لم نعرف هذا الحجم من التدخل العائلي في الحياة السياسية. ولا يقنع القول، أن الرئاسة هي لكل اللبنانيين. هي أولاً للمقربين من العائلة، وللمحظيين في التيار، وللأثرياء جداً جداً جداً من الموقع الأول ومواقع القيادة… ثم اننا لا نقتنع، والأدلة كثيرة، على أن العهد لكل لبنان وأنك والتيار اثنان. انت والتيار المحظي واحد أحد.

هذا التطور، أساء إلى العهد وأكل من هيبته. ولا يحتاج اللبنانيون إلى أدلة، يندر الحصول عليها بسبب اكتوائهم المسبق بآليات الفساد الرأسمالي، فحيث الرأسمال يكون الفساد. السلوك شاهد على الصواب وعلى الصح. السلوك السياسي في الحكومات السابقة والحكومة الأخيرة، دل على شطط كبير عن الإصلاح وبراءة الذمة. معسكر الرأسماليين الكبار جداً، جداً، جداً، صار يبز معسكر “المستقبل” و”أمل” و”الإشتراكي” و”القوات”، وهي الفئات التي تشكل معكم، قيادة العمل الحكومي والإداري والقضائي.

ما كنا نتوقع هذا الإنقلاب الكبير. يوم عودتك عيد. أيام ما بعد ذلك، يصح عليها، “عيد بأية حال عدت يا عيدُ”. يصدقك تيارك، كما تصدق التيارات الطائفية الأخرى، زعماءها. خارج هذا التماثل الطائفي التام، هناك شكوك عميقة بأن عهدكم سينجح بمحاربة الفساد ووقف الهدر و.. و.. لم تترك بين يديك ما يفيد بأنك قادر، مع أن نواياك راغبة في ذلك، على ما يؤكد مقربون وعارفون. فات الأوان. الحكومة الطائفية المقبلة، تشبه كل الحكومات المرتكبة السابقة. لا يحارب الفساد بالفاسدين أبداً. ولا يصلح القضاء، بتوليه موال لك وزيراً للعدل، ولا تعود الكهرباء بتولية موال آخر، ولا.. ولا… هذه بديهيات. من هنا عودة اليأس وفقدان الأمل بالعهد. ولقد جاء ذلك سريعاً، بكل أسف.

لا اتهام البتة لذمتك. لا شك في رغبتك في أن يكون عهدك ناجحاً، نظيفاً، نقياً ليعيد السلطة إلى نصابها، وليعيد الإدارة إلى المواطن. (حزب الإدارة الكبير، ضد كل إصلاح من فوق أو من تحت). لا اتهام أبداً للنوايا. انما النيات بالأفعال، والأفعال أسفرت عن انحراف عن الكلام والشعار والخطاب والماضي الواعد.

فخامة الرئيس. نراك تكثر من استعادة مقولة السيادة. ترى أن عهدك اليوم، سيداً على السيادة، باستثناء الأراضي اللبنانية المحتلة.. يلتبس علينا المشهد. هل السيادة هي على تراب الوطن، أم على مؤسساته وسياساته ومقدراته وشعوبه؟ لبنان، من هذه الجهات، فاقد لكل سيادة. طوائف لبنان تفيض عن حدوده. سياسيو لبنان يعيشون خلف الحدود. يقيمون أواصر السياسة والقربى مع الأغلبيات الطائفية المتحكمة خارج الحدود. سيادتنا منتهكة اسرائيلياً قليلاً، ومنتهكة كلياً سياسياً، من خلال الولاءات الخارجية، السنية والشيعية والمسيحية. أن للدول ذات النفوذ، وزراء ونوباً وإدارات، ويداً طويلة على القوى السياسية.

السعودية عندنا. إيران عندنا. اميركا تتدخل بكل شاردة وواردة.

لذا يصعب تنفيذ شعارك السيادي، لاضطرارك إلى المشاركة اليومية في رسم سياسات، قيل عنها، انها تنأى بالنفس.

أما الديون التي انفقت على ذوي الحظوظ وحاشياتهم، فمن المستحيل استردادها. ولا رئيس يستطيع ذلك. ومن المستحيل، وقف الهدر. نموذج عن ذلك، وزارة الثلاثين وزيراً، فيما يمكن الإكتفاء بستة عشر أو أقل. نترك هذا الدين جانباً، مع التمني في أن لا يقود المزيد من الإستدانة إلى الانهيار الكبير في عهدك، وهو من مسؤولية كل العهود قبلك.

يا فخامة الرئيس القوي، لست قوياً بما فيه الكفاية، ورصيدك من القوة ينفق ويستهلك بسرعة. وآمل ألا يغرنك فوز تيارك في الانتخابات. فالديون في أثينا قصمت ظهر أقوى حزب بعد انتصاره في الانتخابات. وكانت الكارثة. الديون شيء، والرئيس القوي شيء آخر.

ماذا أحدثك عن اللبنانيين؟ تعرفهم أكثر مني. إلا أن هناك شريحة لبنانية مكتومة، لا تعلن عن مأساتها. هؤلاء، كانوا الأكثرية التي امتنعت عن التصويت. أكثر من 50% لم يدلوا بأصواتهم. انهم معترضون على الجميع، بمن فيهم مقامك الرئاسي.. هؤلاء لبنانيون يعيشون حالات انعدام الأمل والبؤس وفقدان الرجاء. لبنان كله عندهم مريض ولا شفاء له. انهم عاطلون عن الأمل. يرون لبنانهم ينسحب منهم. قراهم أقفلت وباتت مأوى للعجزة ومقبرة للميتين خارجها. تجاراتهم الصغيرة أقفلت. زراعاتهم بارت، مصانعهم أنهكت، فرص العمل ندرت. وحدها البلاد الأخرى بلادهم. واليوم، بات السفر أصعب. فكل البلدان الغنية تعيش أزمة بحبوحتها.

ماذا بعد؟

كنت أتمنى أن يكون هذا العهد، محصلة تيار كبير ليضع لبنان على سكة الدولة الديمقراطية العلمانية العادلة. عندما حضرت يا فخامة الرئيس من منفاك، كنت هذا الوعد. نحن لم ننحرف. ما زلنا بانتظار اللبنان الجديد. أنت جئت لتصبح ركناً من أركان لبنان المخلع والقابل للإنهيار. ليتك بعدك حيث كنت عندما اخترت. أخذت الطائفية. وها انت اليوم أسيرها ونبيها معاً، خصوصاً مع نظرية “القوي في طائفته”. وهي نظرية قد سبقك اليها الشيعي مع الإمام موسى الصدر، عندما كان الشيعة مهمشين مسيحياً وملحقين سنياً. ولقد دخل الشيعة الدولة، وأخذوا حصتهم وزيادة. وها انتم اليوم تفعلون مثله. تريدون المساواة في الوظائف والنقص الديمغرافي المسيحي رصيدكم المفلس. فما العمل؟

أخيراً، اعترف انني ما قلت كل الذي يجب أن أقوله. أخفيه، لا خبثاً. أخشى أن يكون عهدك قد مضى، وبقيت أنت. يا للخسارة القاسية. يا للخوق على لبنان. يا للشجاعة المرة في أن نظل لبنانيين أسرى الخوف والعبث وانعدام الأمل.

Very happy the individual who emerges from a civil war with a simple insult on barricades; who received just a slap, a box, or a vengeful wait on barricades.

 

Very happy who escaped a civil war and was robbed a bundle of bread or his car trunk was vandalized.

 

Very happy whose wife’s body was just checked by fretful fingers, who was threatened to be beaten but was spared a beating, or by death or by kidnapping but these threats never materialized.

 

Very happy who was warned to vacate his house and obeyed gladly.  Very happy who was just fired from a job on confessional basis but survived a civil war.

 

Terribly lucky that you were kidnapped or made prisoner and returned safe and sound to your family.

 

Terribly lucky that you were estimated of any value for prisoner exchange, or because you were utterly worthless to waste a bullet in your head.

 

Terribly lucky that a bomb went off or a car explosion spared you of shrapnel.

Awfully lucky that you kept your property intact by bribing the appropriate leader.

Awfully lucky that only one of the members of your family was injured.

 

How lucky you were that a family lived in your vacated property and kept it decently maintained.

 

How lucky that you were out with your family when a missile hit your home.

 

How lucky that you found someone to whisk you out of a dangerous zone or you were a foreign national and were shipped out safely with your compatriots in identity paper.

 

You should have been grateful that you were allowed to be handed the body of a relative and that you managed to give him a proper burial.

 

How courageous you were when you demanded to know the name of the killer.

 

You must have been one of the rare courageous men to have just asked that you personal rights for freedom be respected, that embezzlements by militias are not part of human rights.

 

Thank your God that you escaped alive with an intact passport and a current visa, or valuable document to your properties, of cherished photos and souvenirs of those who died to safeguard “freedom, honor, and self autonomy”.

 

You have to be thankful a thousand times that you survived to re-experience another civil was as a meek sheep.

 

(Fuck it all; there are no grounds to be happy or thankful to have survived a civil war where no party even won the war!  With no winner there is no renewal)

“Thus Spoken Jesus” (Part 1, March 3, 2009)

 

Note: this is an ongoing piece

 

            Nietzsche wrote “Thus Spoken Zarathustra”, Jebran Khalil Jebran “Thus Spoken Orphelis”, Nasri Sayegh “Thus spoken a Killer”.  Every extremist sect would like you to believe that their “Book” is the truth, the guidebook to life and that not a single word should be changed or tampered with.  They have the freedom of opinion and I have mine.  I write “Thus Spoken Jesus”.

 

“Rabbi (Master) how should I behave in life to get to Paradise?” asked a follower.  Jesus said “Rabbi in your eyes.  My message is not a set of instructions delivered by a teacher.  If you badly need instructions in order to live then read the prophets who spoke in the wilderness and abide by the laws.  I tell stories and speak in parables (examples) of the Land.”

 

“Rabbi, are your parables the only truth and guidelines?” said a follower. Jesus went on:  “There are many versions to my parables and it is up to you to re-write them and edit them according to your fresh set of values. I am not to preach laziness of the mind but to nudge you to individual reflection.”

 

“Rabbi, how can I free my soul from earth attachments?”  Jesus replied “What you freely acquired from your environment and community is yours; it is your own responsibility for whatever you act upon. Don’t blame anyone or society for your behavior. Go to the wilderness and reflect on your soul.  Make sure the location has a large tree with umbrage.  Let the birds and the living creature share your habitat.  Do not overstay your loneliness.  You are not an isolated tree or a plant”

 

“Rabbi, the town is expecting your coming and it is preparing sacrificial lambs in your honor” Jesus replied” Do not imitate those hypocritical Pharisees who hide their sins behind external rituals of piety.  The only sacrifice agreeable to God is your individual conquest against sinful behaviors toward your neighbor”

 

“Son, what the neighbors would say about your wanderings with a bunch of friends?” said his mother.  Jesus replied “Woman, we are not at the same wave length.  You are always worried about the details for survival and society’s customs and traditions.  I have a message that you are not ready to comprehend.  Woman, leave it at that and stop harassing me”

 

“Rabbi, order Marie to help me out in the kitchen” said Martha.  Jesus replied “Martha, Martha, you are worrying about countless matters and you should work for the salvation of your soul.  Marie has poured expensive perfume over my feet and all she wants is to learn and follow my message”

 

“Rabbi is there redemption?” asked a follower. Jesus said “The doors of the master of the house are opened as there is daylight.  Once the master goes to bed then the doors are closed for the night.  All the banging will not open the doors when you are late.”

 

“Rabbi, the Pharisees are parked in and around the temple in Jerusalem, selling and transacting usury” warned a followers. Jesus said: “As I arrive to Jerusalem I will chase out and away all the sacerdotal caste with a whip and turn over their tables. These hypocritical priests have been usurping the message of God for compassion and charity for profit.  The temple is for praying and not a location for the professional guild of priesthood.”

 

“Rabbi, I have been practicing the Ten Commandments of our prophet Moses. Is that good enough to salvage my soul?” asked a follower.  Jesus replied: “Following the Ten Commandments is a good practice to changing your behavior toward your neighbor. But no, if you never learn to love and show compassion to your neighbor then the doors of Heaven are closed to you”

 

“Rabbi, I have the best intentions in the world; the harsh reality of life is not making it easy at all to show my good intentions” said a follower. Jesus said: “Good intentions are the first stepping stones.  Verily, verily, if you fail to nurture your good intentions into tangible acts of charity toward your neighbor then the doors of Heaven are locked to you”

 

“Rabbi, are animal sacrifices acceptable to God for forgiveness of sins?” asked a follower. Jesus replied: “I have come to redempt humanity and liberate man of the superstition of Original Sin.  No sacrificial rituals of man, animal, or things are acceptable to God. You need to sacrifice your sinful tendencies by praying, reflecting, and changing your behavior toward your neighbor”

 

“Rabbi, I don’t seem to get what I want” said a follower. Jesus said: “Knock on doors and it will be opened.  Keep knocking on doors; do not relent on asking for what you want. Keep applying and requesting. The birds have their lodging.  God will offer your “daily bread” as long as you confidently and feverishly ask for it.”

Very happy I am; very lucky, indeed! (January 5, 2009)

“The murderer as he talks” by Nasri Sayegh (Part 3, January 3, 2009)

 

The dead were collected in the streets of Tripoli as Arafat tried a second come back to Lebanon in 1984.  The dead were packed in plastic bags and sold to the relatives.  A poor woman recognized her dead baby and she was asked to purchase it.  She fainted and the “good” guys helped her to recover consciousness but refused to deliver her baby.

           

A column of elder people of all genders was pushed to advance into a mine field. When the column slowed down the rear column was decimated with machine guns.

           

Asaad Shaftary, the remorseful Phalange leader, testified that the Christian forces planned to poison the potable water in West Beirut so that the Moslem population could be reduced by 500,000 in order to re-establish a confessional balance in Lebanon.

Asaad said that many Maronite fighting groups were solely constituted of members of rich families because they refused to fight along side the other poorer social strata; they fought mostly at night, they had their own command, and  they were ferocious and executed their orders efficiently.  

           

Mona Sokarieh interviewed many scores of youths on barricades in West Beirut and from all confession Sunni Moslem, Shiaa Moslem, Druze, Christian and even secular fighters.  The common denominators among those youth killers are that they are mostly un-educated, barely can read or write, had no idea what is fascism, Nazism, socialism, federalism, or any concept that their warlord leaders were claiming to fight for. 

Most of them started when they were barely 13-year of age and they love to carry their weapons.  They have been engaged in fights, and killed prisoners and they are not that remorseful or apologetic.  They all obey and worship their warlords and their ideology is non-existent if not confused out of ignorance.

 

 There have been many genocide occurrences in the last century; the Armenians, the Jews, the Cambodians, and the Rwandans; not counting the apartheid systems in South Africa and Rhodesia, the colonial massacres by the French of the Algerians, the massacres of the Zionist State of the Palestinians, the Serbs of the Bosnians, the US of the Iraqis, the Taliban in Afghanistan, and the purposeful famine waves in China and Russia.

           

In Rwanda, the minority Tutsi tribe was selected by the German colonial power as the most fit to govern the country; then when the French took over they changed their policy and appointed the Hutu tribe to govern.  For over 100 days, the European and the US did not intervene in the genocide that killed over 600,000 Tutsis.

           

In Cambodia, the ultra “communist” Red Khmer had wide latitude to kill every educated Cambodian or “bourgeoisie” and massacred over one million before Viet Nam had time to breath of its war with the US and enter this country and put an end to the genocide.

The “Indians” of America were massacred because the Protestant clergy declared the Indians not of human type; they were not worth being converted to Christianity.  President Theodore Roosevelt declared in the 20th century that “A good Indian is a dead Indian

The country of Mexico had 15 million inhabitants in the year 1500. After the Spanish conquistadors entered Mexico, the population dropped to 2.5 millions within 50 years. And the population of Peru declined from 9 to 1.3 millions in the same period.

Franco of Spain committed genocide in Morocco but he was forgiven by the Europeans until he transplanted the same technique into “White Europe“.

There is no consensus of who and how the civil war was initiated in Lebanon. 

All that we know is that on April 13, 1975, a bus load of civilian Palestinians was ambushed and the passengers killed by the Christian Maronite Phalange militia. 

In the previous part we described “Black Saturday” where hundreds of Moslem workers and civilians were slaughtered in the area of Beirut maritime port. 

The Moslems reciprocated in West Beirut and set up barricades. The Christians driving through were summoned to step out of cars and a bullet lodged in their heads.  A Moslem youth of 16 had received the body of his older brother in a sac and his zeal at the barricades was indomitable.  He recounts that one driver begged him to spare his life on account that he has children; the youth spared the life of the driver; but then the driver started to run in a zig-zag fashion which upset the youth for the lack of faith and decided to shoot him.

           

The Phalangists decided to eradicate the area of Karantina, by the port, where the poorest of the poor (constituted of Kurds, Shiaa and many ethnic groups) lived precariously.  The phalanges shelled the location and then advanced behind bulldozers wearing huge crosses and the picture of the Virgin Marie. They massacred by the hundreds every inhabitant there.  And after the slaughter, Champagne was poured “a volonte” for celebration.

           

The Palestinians responded by invading the town of Damour in 1976, a coastal town, and exterminated 43 Christians and drank from the skulls of the vandalized cemetery.

           

In 1982, the Druze feudal lord, Kamal Jumblatt was assassinated. 

Within hours, the Druze “wolves” grabbed knives, axes, and any weapon they had and massacred over 300 Christians co-existing with them in the Chouf district. The Christians of all sects vacated that region. The motto was “Kamal Jumblatt death was worth that amount of sacrificial victims”

           

When Israel invaded Lebanon in 1982 and entered the Capital Beirut, Israel allowed the Christian forces, lead by the infamous Samir Jagea, to return to Chouf.  Israel casually watched the counter-revenge of murders and humiliations inflicted on the Druze inhabitants. 

Then, Israel retreated from the Chouf within months and the Druze, lead by the son Walid Jumblatt, massacred the Christians regardless of political affiliations, gender or age. 

Since 1992, the Lebanese governments invested billions of dollars in an account called “The Relocation Box” and managed by the same monster of warlord Walid Jumblatt. 

Only 12% of the Christian refugees returned to Chouf and Walid Jumblatt has been using these funds as his private “War Chest” and strengthening his feudal base in Chouf and Aley.

           

When Bashir Gemayel, leader of the Maronite Lebanese Forces, was assassinated in September 1983, it was the turn of these Maronite Christians to raise the motto “Bashir death is worth over 2,000 Palestinian deaths in the camps of Sabra and Shatila” (managed, controlled, and facilitated by the Israeli forces of Sharon that totally encircled the camps). 

It would be great to read the book of Robert Fisk for details on this mass massacre that lasted two nights and three days and was covered up by the Israeli forces.

In 1986, the infamous and criminal Samir Jagea executed hundreds of Lebanese Forces prisoners who paid allegiance to another Lebanese Forces leader Elie Hobeika. (Hobeika is the same one who lead the massacre of Sabra and Shatila and who later negotiated with Syria to end the civil war, which Jagea didn’t appreciate at all; Hobeika is the same one who agreed to take the witness stand in Belgium which decided Sharon to assassinate Hobeika three years ago).

Regina Sneifer, a very remorseful leader, wrote a book about the atrocities committed by the Maronite Lebanese Forces. She said that she convinced many fighters of Elie Hobeika to surrender on account that she will intercede to Jagea; she was terribly mistaken and many of her dear friends were executed in prison. Jagea told her “If Hobeika won we would be prisoners and executed”.

My contention is that President Sadat of Egypt was negotiating with Kissinger a peace treaty with Israel, which took effect in 1977, and Syria was against these unilateral negotiations. 

Since Lebanon was practically controlled by Hafez Assad of Syria, Lebanon had to be destabilized. 

The Palestinian leader Yasser Arafat and many of the leaders of Fateh (PLO main faction) were relying mainly on the political and military support of Egypt. Actually, Arafat is known to have been an “agent” to Gamal Abul Nasser.  Arafat worked out the Lebanese civil war to weaken the Syrian influence because Arafat wanted a wider latitude of freedom in decisions.

Arafat was in visit to Egypt when the civil war broke. It was very easy to expand the civil war among 18 self-autonomous religious sects in Lebanon.  Later on, Arafat shamelessly declared from the Palestinian West Bank city of Ramallah that he used to be the “de-facto and omnipresent leader of all Lebanon”. 

As Sharon convinced Begin to invade Lebanon in order to weaken the Syrian military and political presence in Lebanon, he resumed the preemptive 1982 war to push forward and enter Beirut and the Palestinian “resistance forces” were expelled from Lebanon in 1982.
